REPORT OF

STAKEHOLDERS MEETING

 

Short Introduction of Network:

SINDNet - Mps. is an issue Based Network of 46 allied NGOs of district Mirpurkhas, working for its development, advocacy, awareness, and for uplift the average life here. It established in 2000 after successfully completion of DPM Graduate Training from SPO, Hyderabad. Due to the allied of registered NGOs, SINDNet, Mps. is an unregistered issue based network of NGOs.

Stipulation of the Meeting:

This Stakeholders Meeting of the District Mirpurkhas was the in progression of the last meeting held in September 2009 where some decisions made and assessments done for the next plan. After monitoring and observations of a selected area of work, the department of Education and Health of district Mirpurkhas selected for making suggestions to improve these foremost departments.

  

Progress interpretation of pervious meeting:

 

  1. Mr. Zahoor Laghari:
    • Network’s Previous Progress:

Chairperson / Secretary Coordination of SINDNet-Mirpurkhas first, presented the progress Report of the Network with the progress of the previous meeting as:

From the start of this tenure, SINDNet is playing an important role in the district Mirpurkhas and broaden its presence in allover the district. It has successfully completed the advocacy for LBOD and deducted the suggestive conclusion for the rehabilitation and maintenance of LBOD with consultation of several local and national bystanders with wide spread the awareness through media.

Secondly, SINDNet started advocacy for development of agriculture sector of district Mirpurkhas. Agriculture sector has vast field to work for social mobilization and capacity building. In its Agriculture Advocacy Plan, SINDNet mainly work for its sub-sector of “Shortage of water” and “Black Marketing of Urea and pesticide chemicals”. In this way, SINDNet used selective tools such as Corner meetings with villager, Awareness walk with local habitants, Group discussions with farmers and officials, Dialogue programs and Seminars. All of the activity was fully support with Farmers, AABADGARS and media journalists. Surveyed and result reports prepared, sent to higher authorities for considerations of policies with support of nation’s determinations.

Besides these issues, SINDNet arranged an Anniversary of Mr. Mitta Khan Marri, a legendry of district Mirpurkhas to promote district Heroes. The anniversary arranged with oath taking ceremony of SINDNet.

SINDNet also completed a signatory campaign for amendment in constitution of Pakistan to separate the state from religion, with coordination of Mehargaher Organization, Islamabad.

Meanwhile, SINDNet has participated several programs and meeting to enhance the development and uplift the average life in the district Mirpurkhas.

·         Progress of Previous Meeting:

In the pervious stakeholders meeting, SINDNet with district’s stakeholders decided to work also for improvement of education and Health Sectors in addition of all its current activities. UC “KHAN” was select for work of education and mainly focused to reopen the closed school and motivate teachers to play their better role in the classroom. In progress, SINDNet surveyed the area and gathered data of teachers and closed schools. While, in Health Sector the health providing conditions and provisions of Civil Hospital Mirpurkhas were observe with the member organizations of the SINDNet-Mps.

 

Meeting Contributors:

The Stakeholders Meeting of district Mirpurkhas held on Wednesday 30the December 2009 time of 2:30pm at the City Centre Hotel, Mirpurkhas with collaboration of SPO (Straighten Participatory Organization) Hyderabad.

In this Stakeholders Meeting, the participation has seen as self-motivated and more proactive. Approximately 80 Stakeholders and Govt. Officials attended the meeting. This time, the management of the meeting, SINDNet-Mirpurkhas has decided to arrange the meeting in equal approach like round table meeting. Such as, every attendee can bring his point of view freely without any vacillation and difference. All of the participants have retained the social and pleasant ambiance of the meeting and gently presented their views.

From the SPO – Hyderabad, the Program Officer, Mr. Shafique Ahmed Kandro has attended the meeting as coordinator of SINDNet-Mirpurkhas.

The Meeting Briefings:

Mr. Zeeshan Laghari, Finance Secretary of SINDNet-Mirpurkhas has shortly briefed concerning the Stakeholders Meeting with all the participants.

 

Agendas:

With an introduction of Program Officer from SPO – Hyderabad Mr. Shafique Ahmed Kandro, the meeting opened with following Agendas fixed as under:

 

a)      Education of UC “KHAN”, Taluka Hussain Bux Marri, District Mirpurkhas

b)     The health provisions at Civil Hospital, Mirpurkhas.

 

 

v  Discussion of Agenda No. 01: (Education of UC “KHAN”)

 

  1. Sikander Marri:

An intellectual of our district and professor of English literature articulated his helpful comments as “Child is like an angle. In addition, angles do not know the mistake. In education process, if a child faces the mistakes, the parents and teachers guides him. On making mistakes by a child, shows the mistakes of parents and teachers. Our teachers and parents are not very much educated or open-minded. In learning, both of them have to be broad mined. However, according to a report related with Mr. Hood Bhai, 70% of our teachers are teaching out of their subjects, means they are not fully masters of their selected subjects. They have not sufficient knowledge and command on their subjects. It is my requests to them, if they have succeeded in getting job; their learning time is still ahead. Now they can be master for teaching their subjects.

Our way of educating peoples has not proven very constructive. The total result from education department is in front of us, what it made in minds of the peoples. Education department is the department from where all the departments come in existence. Agriculture, Health, Police and other financial departments like banks and other private institutions are getting work force from (manpower) education department. Nevertheless, at present, what is producing in education department!

There are several reasons of this uncertain position of education. Here, Policies made in air, without real facts and findings. Departments are under actions, visibly and invisibly. There is no fear of this destruction of characters of our peoples. While high class is enjoying the life on the behalf of innocent poor peoples. A number of Executive classes of Officers are getting their salaries and all the other facilities from the pockets of these innocent poor peoples whose are actual owner of the states. In reply, what results they are giving back!

 

Zahoor Laghari:

The Chairman / Coordinator of SINDNet spoken as “Our Management system of education is the core branch of producing the genius citizens. However, here it has many faults in its path where different policies and different commands are running. Most of Officers are just in commanding positions and working in an imperative mood of working. Education should be natural and within its own soil and culture. It can run with social manners and behaviors in a friendship atmosphere. I would like to suggest them to attend these kinds of social events such as Civil Societies Meetings, Seminars, Workshops and many others activities. It can improve the structure of our behaviors and related environment.

In my knowledge, only in Sindh, still there are 73 thousands students not going to schools or out of schools.

 

  1. Mr. M. Umer Mehar:

Representing for ADOE(m) of Education, UC: KHAN, Taluka Hussain Bux Marri, Mirpurkhas. He briefly described the management of education in UC Khan. In his briefing he told “There are total 56 schools in the UC: Khan from them, 10 schools are shelter less and 6 schools are closed while remaining are running schools. The total students are more than 3000 boys and 238 girls are studying. Only 27 teachers are working there. In the whole Union Council only one middle school is situated which is not functioning due to remote area. At the village of “LASHKER SHAH” the population is suitable to open a High School or Higher Secondary School, but there is no any middle school. In the area of UC: “KHAN” the conditions are still very backward as in “THER”. There are neither roads constructed nor settlement development done. Shortage of teachers and staff is present still there in education department of UC: “KHAN”. Only in the school of Khan Saeed, there are 350 students and 3 teachers while, at village M. Hussain Marri there are more than 250 students and only three teachers are working. Recently, new teachers from IBA have been appointed but, they are from Urdu medium and not locally while the need was of locally and Sindhi medium. It created more difficulties in the teaching process and is afoul for local habitant as well as for newly appointed IBA teachers. Most of teachers having support of different political approach are not paying their actual deities. Most of the functional School Buildings are repairable or in dangerous condition, where teachers are busy in teaching.

 

  1. Madam Shehnaz Sultana:

She is in-charge ADOE(F) of Taluka Hussain Bux Marri, Mirpurkhas.  She described her working territory as “In my working territory, most of the school’s building are worst and unprepared. There are total 33 schools with three girl’s schools. The shortages of teachers are our high task. Some of teachers hired on SMC funds but now-a-days funds are limited. The UC needs more teachers. The villages surrounding in it are uncooperative with us and are not paying any role in improving the education. The Middle School of “KHAN” is running smoothly and functionally well. Providing more teachers and rehabilitations of schools buildings can improve the education in the UC of Hussain Bux Marri.

 

5.  Dr. Shaheen:

Politician from PML (N) said, “It is necessary to appoint any employee according to rolls and regulations. The appointment made above those rolls and regulations has created the present problems. I am requesting to the entire citizens to protest against any illegal appointment or any corruptions made against their development. Because the money used for is from peoples pocket.

 

  1. Mr. Zafer Iqbal:

Aamir-e-Jamat-e-Islami of city Mirpurkhas said that why the management is under pressure of Political agents. It does not mean to disturb the public education. Politics is for the peoples by Political peoples. In the district, I visited a school where no more than 100 students enrolled but 25 teachers posted there! No any politician likes to backpack the any of department. It has to inform well from the department to the pointed politician.

 

  1. Mr. Malik Noor Muhammad:

Professor and a Social worker of “Mehran Welfare Society” have asked how many teachers and students are going to school? Often we are asking for students only, we have to inquire for the teachers too that how many teachers are going to school and how much are absconder.

 

  1. Mr. Karim Shaikh:

A politician belonging Jamat-e-Islami said that in our union council “KHAN” the need of high schools is on first priority. The high school with modern library, science equipped laboratory with computer lab and a playground is have to be construct with its full requirements and necessities. Girl’s schools are very few and girl’s education is not in progress. Some of boy’s schools in occupied as “OUTTAQUES”. In the schools, besides curriculum, the co-curriculum activities also needed but in present conditions, these are invisible.

 

  1. Mr. Salahuddin Kaka:

SINDNet office bearer said that “in the schools of city, there teachers are working above the required limit! In one primary school having 200 students, there more than 20 teachers are posted, why? It is the fault of management of the department”

 

  1. Mr. Jumman Marri:

He is Lecturer and member of SGA has said, “Actually, we as a citizen have to pay our role in the society. Parents of the area are the actual owner of the school, they have to not only monitor but also work for the development and maintenance of their schools and all other departments associated within the area where they are living. NGOs are also needs to well aware our peoples concerning the ownership of all the Govt. departments”.

 

  1. Mr. Shehzado Malik:

A social worker of the district belonging with the “Arts Foundation” suggested correcting the monitoring system in education with encouragements of teachers and students. In addition, he pointed out that the teachers appointed by the NCHD are somehow giving results in hope of increase of their salaries. Most of the teachers are getting higher salaries and not giving the result to nation. It needs to monitor well.

 

  1. Gous Muhammad Jatoi:

After thanking SINDNet, he stated here the education is subdivided into poor and rich, high or low and young or old. While education is the way from which the persans gains developed sets of mind. It should be one for all. The education department is answerable to creat responsible citizens. But it is not in actual. May be our higher officials are not concerning the poor and low peoples to be educate. And most of time it is also seems that the teachers are active in politics and those are getting illigal proceeds from their duties. No any politics allowing these kinds of proceeds. Department needs to complain them to their head of the political party in district. For betterment and corrections I will suggest to involve the NGOs and sicial workers to motivate teachers and managments in friendship atmosphare and teach new learnings in real.

 

  1. Mr. Zeeshan Laghari:

SINDNet office bearer said, “Posting of a teacher away from his residence, from city to arid area or village makes burden on teachers in a fixed agreed salary. It creates tedious behaviors in teachers”.

 

  1. Mr. Shakoor Muhammad:

SINDNet office bearer and a Social worker of “Mehran Welfare Society” arisen a question, recently, why the teacher’s transfers of deputations made cancelled.

 

  1. Mr. Abdul Shakoor Dehto:

Until, we cannot stop “the “approach” in our politics” and political interference in the department, the said development cannot be achieve.

 

  1. Ali Hyder Rind:

He is the Journalist and compiled his words, as “There are more than one Carore and eight Lack students who leaved studying from schools”. What are the reasons, why students are going away from schools? I think, because of uninteresting way of teaching in our schools. It should be interesting with children’s point of views. We have very genius and highly recommended executive officers as the heads of our departments but the results for us (citizens) are the same as before. Like Mr. Abdul Majeed Hurr respected and genius in his generosity for education. Moreover, it is our luck that he is the head of our education department. Still nation is waiting for the better results. I am very thankful of SINDNet and SPO that they arranged this kind of stakeholders meeting, but it should not be only a meeting, it have to be in action with results for the habitants of our district.

 

  1. Satramdas:

He is a Social Worker of the area belonging HRCP, first thanked SINDNet & SPO on arranging this stakeholders meeting and expressed his point of view as “Still there is someone who is atleast having sence to work for the development in our district. As we all knows that the education is our very important and compalsary element for the society. And its also very sansative too,  but its in verbaly not in functionaly. As we can measure it from our budget that how much it is fixed for Education and how much for others. For education there is only 2% budget alloted, means the Govt. is not sincear regarding the education. Their all the statements are seeing verbaly only.

 

v  Discussion of Agenda No. 02: (The health provisions at Civil Hospital, Mps.)

 

The second agenda of the stakeholders meeting was consisting on the discussions for the provisions and management conditions of the Civil Hospital of Mirpurkhas. It was very positive that Civil Surgeon of the hospital himself participate the stakeholders meeting and aimed to continue attending these kinds of social events and gatherings.

 

  1. Mr. Asgher Ali:

Civil Surgeon of Civil Hospital, Mirpurkhas discribed in very details that what efforts he has taken to improve the Civil Hospital. He briefly told about departments and sections. First he started saying concerning constructions of civil hospital. The construction year of surgical ward is 1913 and with some of repairing, still it is able to use for more many years. While recently constructed the ENT department later on used as OPD is declared as dangerous to us. It has not taken more than 10 years. It is the big mess of people’s money by Building or Works department. Likewise, intensive coronary department has also taken features of this kind of situation.

In formal way, the health services divided in three main categories, primary, secondary and tertiary. For God sake, all of these three kinds of services are being in use by our civil hospital Mirpurkhas. We have not only improved the quality of providing health services but also improved the sections and increased the departments. After hospitals of Karachi, our civil hospital is on second rank in provision of health services and facilitations. Recently Dental Department accomplished in filling teeth. Modern ways of sterilizations in used now and surgical theater is monthly operating more than 300 surgical operations. Today, we have the lithotripsy facilitations well. With the help of DCO, scarcely we have arranged and trained a doctor for operating the lithotripsy machine and more than 500 patients has gotten cure. ENT machine also fixed and now in function well. No other hospital of Sindh has instrulilation machine except Karachi and here. More than 80 doctors are busy in serving the patients.

In budgeting, he told there is limited 4/5 years old budget for purchasing medicines and other accessories. At present, the medicine budget is one CAROR and forty LAKH rupees, from which 75% of medicine purchased by EDO health for civil hospital and of rupees two LAKH and ninety-five thousand is purchasing by me, which is insufficient for the need of hospital. We are also purchasing medicine on credits from open market to fulfill the required need.  Nevertheless, most of approachable attendants of patients insisting and pressurizing us to be free his patients. We are purchasing the x-ray film with rupees 55 to 60. While, providing to patients with the fees of rupees 35 only. The rate list of purchasing medicine is still with very old of 2001-02. The monthly expanses of Laboratory are five to seven LAKH rupees. Now a day the problem of electricity is common. We requested our district’s businesspersons to donate the UPS in wards. They helped and encouraged our steps for improvement of hospital.

In addition, he requested to grant the SNE of two other ward and requesting peoples to take care in getting concision for patients.

 

  1. Mazher Ali Abbasi:

The politician of JSQM said if any head of the department comes under pressure of political party members, I myself requesting to consult the office bearer of the party. Because, all the political parties working for the welfare of the peoples. For what they insist to gain the rights of innocent peoples. The political interferes in the department is from improper persons.

 

  1. Mr. Zeeshan Laghari:

The finance Secretary of SINDNet inquired concerning the case of missing of two children from civil hospital Mirpurkhas. Civil Surgeon briefly described the event and told that it was happen due to the misunderstanding between the attendees of the children. Hospital management is not involved in missing of the children.

 

  1. Mr. Saleem Malik:

He is a journalist and office bearer of TURC has complained for privately practicing of govt. doctors, unavailability of medical injections and use of syringes. But he praise about the cleanness in wards. Talking on the issue of selected injections, he somehow became ionizes too, soon he realized with the words of Zeeshan laghari. In his reply, Dr. Ashfaque made clarifications.

 

  1. Dr. Shaheen:

Representing from a political party, was insisting to encourage the management in solving their problems. In addition, said, “We have to put on forward the real and actual need of our civil hospital Mirpurkhas”.

 

  1. Dr. Ashfaque :

He is DOH M&P and representing from EDOH office district Mirpurkhas. He thanked SINDNet and SPO Hyderabad on arranging the meeting. He told with revelation that still our peoples are sensitive and monitoring Govt. activities as an eye-opener. In addition, he discussed more on viral spread of diseases. He briefly told how the virus of a disease scattered in a society. And insist SINDNet to arrange different sessions of awareness for prevention of diseases.

 

  1. Nazeer Ahmed:

President of paramedical Staff civil hospital Mirpurkhas stated as “In our civil hospital seven different institutions are donating the funds but the conditions of our paramedical stuff is still too bad. Healthy and so sound staff can produce better results. Our staff is not facing equality during the job. There is no residential colony for paramedical staff. Only eight quarters constructed in 1913 allotted in the name of paramedical staff. You can imagine what the conditions of these quarters are now! No any new residential home or quarter constructed for us.

In providing better services of health, our friends are busy in their jobs. Nevertheless, when political pressure pursues us, it disturbed the moods of providing better services. I will request to peoples to stop political interferences in providing health services.

 

  1. Dr. Siddique Marri:

A social worker and member of a social organization named IDARO-Mps by profession a DVM doctor expressed his views as monitoring the institutions can improve the better results. And providing cure to patients is a worship of God. Until, the doctors will not be very sensitive with patient in the treatment and cure, the results of any kind cannot achieve. In addition, he insisted SINDNet to arrange different sessions of awareness for prevention of diseases.

 

  1. Dr. Shafique Ahmed Kandro:

The program Officer from SPO Hyderabad thanked all of the participants attending this stakeholders meeting. Briefly, he described the introduction of SPO and coordination with SINDNet. He stated, “It is very encourage able that today we gathered here for solving our own problem. It will better to continue these manners of gatherings. It is necessary to come forward in making better change by ourselves with our own actions. We have to do with self-ownership. That is why any of out side of our society will be sincere in solving in our problems. At present the elected members having no connectivity concerning the development of their area and peoples. Just after getting vote, they leave the nation on its own ways. In this situation, we need to motivate and educate every of our persons for positive change in the society. SPO is providing you a platform for such of activities. And will try to support you in participatory approached skills.

If SINDNet Mirpurkhas readily goes forward, soon it can be a strong network of the area with affiliation of the peoples of district Mirpurkhas. Concerning the ownership, we, as citizens of the area have to made several inquires from our departments. I will suggest for inquiring SINDNet too that what it has done and what is in process. As here in this forum we had spent 4/5, clocks on discussions have to last on positive results.

This stakeholder meeting has shown realities with in real and better environment and every one gladly narrated their comments. Civil Surgeon Mirpurkhas has very nicely given briefings and requested for cooperation. Where we are blaming the department, there we need to provide the necessities of the department.

 

Overall, the stakeholders meeting reached at the end with fixation of next gathering and sharing within next three months.
